Sounds like a linkage sticking or a cable with a kink maybe.

Subject: DML: hoping someone can help out with this problem, racing engine
in a 99 dakota
Hi I always turn here in my time of need and someone
has always been kind enough to bail me out with a
problem. Here is my situation, I have a 99 Dodge
Dakota with a 3.9 liter engine. I have the F&B
throttle body. It's been on the truck for a few years
and never a problem. Lately my truck has been
'pulling' while I'm driving down the road. Almost
like it sets a speed and sticks at it. Sometimes I
can rev the engine and it will kick back down to where
it should be. Sometimes while driving it will slowly
accelerate. Now it's pulling more and more to the
point where it's almost scary to drive. I go to rev
it now and it will stick at 3,000 or 4,000 wherever I
revved it to. At a stoplight I've got all my weight
down on the brakes and if I have to I drop it in
neutral and shut down. I have a scanner but it shows
no pending or set trouble codes and there is no MIL
illuminated. Any ideas?
Thanks
Mark
