I don't see a 3.9 getting anywhere near 14 seconds without serious help.
Lots of N2O or forced induction are going to be the best bang for the buck
choices. Although, you could build a motor from scratch and get a nice cam,
rockers, pistons, and a lot of polishing. That would probably get you into
the 16's and you could add from there.
