Garrett, that is likely a bad Throttle Position Sensor. Inexpensive and
easy to replace. Its on the side of the throttle body and held on with two
screws. My 98 did that but not as dramatic a fluctuation as yours, but they
are known to get steadily worse until they are replaced.

i was driving on the highway today going about 70mph and i noticed my rpms
kept changing from about 2100 rpm to 3000 rpm. it seemed a lot like it was
going in and out of overdrive actually. anyone know whats going on with my
