Many moons ago I worked for Standard Thompson (they OEM'd thermostats to Ford,
GM and CC). The rating is the temperature at which the thermostat trys to
control the temperature. They will start to open a few degrees below the rated
temp and be fully open a few above it.

If you were to monitor the temperature with a very accurate and precise
temperature recorder you would see the temp is always cycling up and down.
Ideally the rated temperature will be the mid point of the cycling.
