I thought the same thing... but on my 97 the temp-blend door is
controlled by a cable... so it's not vac. operated... the only vac.
stuff for climate is the door that controls where the air is directed
from, which seems to work ok on my truck...

the reason max-a/c makes it work better is because it forces the air to
get sucked from the cab instead of outside... in theory when the temp is
under ~35* the compressor should not turn on...
