If the tensioner is sticking (which is common), easy way to tell is to
move it back and forth with a 15mm wrench. If it sticks anywhere, it's
bad. As for the screaching noise, if the tensioner isn't applying the
proper tension to the belt, you can quickly glaze the belt.

If the belt is still good but just glazed, replace the tensioner and
start the engine. Then, use either an emory board or small flat-head
screwdriver (do NOT use sand paper in your hands!). Hold the emory
board against the belt near the P/S pulley and apply a little bit of
pressure. This will lightly grind away the glaze and will "refresh" the
belt.
