Actually it was 1973, mandated by the government, and rescinded (I believe)
2 years later once our legislators found out it was a PITA to deal with in
their own new cars. It could probably be done better with today's
technology but do we really "all" want to pay for it when just the minority
of drivers don't buckle up?
