Shift Points

my '92 cc dak which is stock, naturally apirated, engine most likely has this standard
curve:

what i need to know is where is the 1-to-2 and 2-to-3 shift points ?

do i shift when the HP starts to decline? ( thats about 4600rpm )

or do i shift when the Torque starts to diminish? ( about 4300 rpm)

any help would be appreciated.
