I'm going to assume that you've beaten it with a sledgehammer, right?
When I worked in a shop, we'd leave one lug nut on and beat the snot out
of the wheel with a sledge. Hit the tire so you don't dent the rim.
If this doesn't get it, try soaking the hub area with penetrating oil
and letting it sit for 15 - 20 minutes or so and repeat.
