POR15 doesn't stick well to clean unrusted metal either. It was designed to go
over rusted metal.

If you are going to invest the time to blast it to bare metal. I would prime it
with self etching primer and top coat with enamel. If you do not want to get in
volved with spray equipment self etching primer is availble in rattle cans at
body supply houses. I have used SEM brand sucessfully and it is compatable with
most all technology top coat paints.
