That's correct. Mopar Performance did a write up on that - 185 is optimum
for power. (195-200 is strictly for emissions)

What engines? Last thing I heard on the subject on the DML, the Magnum
engines are best around 185 - we get a 195 stat mostly for emissions
reasons.
