  Yep, like most finishing work, the prep is important. After doing
any "rough" prep like sandblasting, griding, sanding, wire wheel, etc.
and just before it is ready to coat, I generally clean the part first
with a degreaser before outgassing it, then I clean it up with
something like metal wash or Eastwood's PRE. On a really critical
part, I will do the "outgas, clean" procedure again, possibly as many
times as it takes until no more contaminants are rising to the surface.
Outgassing is an important step that should not be overlooked for the
best possible finish, especially on certain metals like aluminum or
magnesium which tend to outgas more than steel.
