Absolutely correct, the bladder must be pressurized to specs for proper
functionality, but if the pump is coming on but not pulling any water, is
isn't a pressure tank issue (but maybe that's what you weren't implying).

Around here as well, anything less than a 100' is considered shallow well,
my well is 80' and I am only running a 3/4hp shallow well pump(single line
from well). As long as everything is assembled right, and primed properly
before operation, you should have no issues. Also, did you check the
bladder pressure for the right air pressure to operate the tank setup, mine
required 75psi to function properly.

I purchased my complete setup at Lowes.
