A turbocharger will slightly decrease fuel mileage... It just depends on
how often you get into the gas pedal...

Just cruising at a steady speed results in no change in fuel consumption...
It's when under boost, that fuel comsumption increases over normal, because
of the extra fuel required to handle the higher concentration of oxygen in
the compressed air as compared to being normally aspirated (air brought in
from vacuum).
