4130/4340 = chromo.
1010/1018/1020 = mild steel.

I'd go for 1018 myself, it's your "standard" mild steel in my expirience
and is quite easy to weld.

if you use HREW tube be sure to keep the seam to the inside since it's the
most brittle part of the tube. Also keep it to the inside radius of any
bends. I'm a sucker for DOM and think it's generally worth the extra
expense but I know where you're coming from. steel prices suck.

If *I* were going to cheap out, I'd use DOM for stressed members (frame
rails, roll halo, side impact members) and HREW for triangulation.

DOM = drawn over mandrel.
HREW = hot rolled electricly welded, aka seamed tubing.
