That would be my first inclination as well. As long as the fabric
still looks OK, it'll probably be a lot easier and cheaper to get access
to the top side of the fabric, spray some adhesive in there and stick it
back in place. I have seen carpet/headliner adhesive in spray cans at
Autozone; I think its an orange can. Getting access to the top side of
the fabric is probably going to be the tricky part; you might need to cut
it as Rascal did, or it may be possible to remove some trim on both sides
so you don't need to cut it.
If sticking it back up doesn't work, you aren't really out any
money; you will have used up some spray adhesive, but you'd need
to buy a can anyway to put up a new headliner.
