Good point, I have just seen stuff act all crazy because of a weak ground.
Its cheap to diagnose, just alligator clip from the wiper motor to a good
ground and try it. If it works right, it's the ground. I just as a matter
of habit start with the simplest thing first.

On mine, the delay was seemingly at random. (sometimes short, sometimes
long)
 The multifunction switch solved my issues.

I would think that if it's an intermittant issue where they work/don't work
that it would be the motor or a ground as Rascal suggests.
