   Yep, torquing them to the correct value will ensure the proper amount
of stretch. The bolts need to be streched a certain amount, and without
a torque wrench, you're likely to either not strech them enough or too
much. The values given in the FSM have been determined to produce the
proper amount of stretch. Some torque to yield fasteners are supposed
to be torqued to a certain value and then turned a certain number of
degrees beyond that torque to produce the stretch, but in the case of
the intake manifold bolts, you just torque them to the final value
(in 3 stages, IIRC.)
