Start by figuring out what the system is that keeps blowing the fuse. A
factory service manual would be the best way to do that. I don't have
one for a 1999, but someone here on The List should I believe. I was
going to check a Haynes manual at work today but I forgot to see if I
had one. I'll check tomarrow, but its not as good as an FSM. May not
even have info on that circuit.

If your seats are still in good shape (no rips stains holes etc) then
you are better off just buying the part and fixing it yourself. Good
seats are hard to find in the junk yards... and you are going to spend
LOTS more than $50 to replace a whole seat. Anywhere from a few hundrid
for used to a grand for new aftermarket.
