"inner tie rod" play on 4x2

I have some play on what i would call the inner tie rod in the rack
& pinion on my 99 dak, 2WD.

How much play is safe (as in the thing won't brake off) ?

If it matters, i'll go measure the play, but when my friend and I
were wiggling it, i guessed (from memory) that it was ~0.100", he
said ~ 0.030" (on the pass side).

I can't tell at all when i am driving it, but checked it just as a
matter of course (and to see if i could locate a sound sort of
like a rattle).

The driver's side seems to have a little play, but not as much.

There's no way to service the rack, is there? The FSM indicates
that other than boot changes, you replace the entire thing. If i
do, should i do the outer tie rods, too? Or if they are ok, will
they probably last a long time?
