Yep, no chance he's a weekend bracket racer on authorized drag strips,
right?

Nice to see that "innocent until proven guilty" is still being
practiced. I wonder how many of those "illegal" modifications
actually carried a CARB number, making them legal? Does the officer
actually check? Wouldn't these have been caught during the standard
CA emissions inspection if they were illegal (clearly they'd been
there a while)?
