That's correct: If the voltages fluctuate but you have this code as active,
it's a bad injector. You're basically verifying PCM operation. If they
don't fluctuate, it's (more than likely) a bad PCM.

Should fluctuate in the 12V range. You can't give it an exact number due to
the pulsewidth.

One correction: Voltmeter should be connector to the POSITIVE side and the
negative to the injector driver (brain fart - injectors are controlled by
low-side drivers in the PCM).
