If the actual valve is plugged up - get a new one. You can use any old
Carb/TB Cleaner. (Don't forget to clean out the tube as well)

What's the best solvent to clean an EGR valve?

Seafoam, Acetone, steam cleaner? How about gun barrel cleaner?

Or is it a waste of time? And just delaying the purchase of a new
unit.

Back in the days of carbon tetrachloride, when you could buy it in most
drug or industrial stores, this cleaner did the best job of dissolving
carbon. Now that the EPA has banned it, you can get your liver or
brain sick.
