The cluster is either sent out or a refurb one is sent to the dealership
from a sublet company. No dealership can reset or alter the odometer
reading...only the PCM.

Well what I'm looking at right now is a 2001 Dodge Neon 5 speed stick,
but no tach. I don't like vehicals with no tach heh.

So there is no way to reset the odo? What if someone has to have an
instrument cluster replaced due to being damaged or something? Yesh I
could just add an aftermarket tach, I'm sure I can find an A-pillar pod
for one, but I was just wanting to keep it clean and stock-ish looking -
  the reason I wanted a stock cluster.
