Little tube thingy on the end of the starter: what is (was) it?

'97 Dakota Sport
2WD / 3.9L V6

Having just replaced the front brake lines (no, they're no longer available
at the dealer and yes, I did have to painstakingly fashion them to resemble
the originals, and no, the section leading to the front-right will not and
did not remove in one piece (therefore I had to splice), I spent several
hours under my Dakota looking UP. One thing that caught my eye was a little
piece of plastic tube ~5/16" dia. and ~3/4" long hanging off the end of the
starter. It is next to one of the 2 studs that hold the starter together
and would be on the end toward the FRONT of the vehicle.

At first I thought it was some kind of "breather" tube, but - after I
accidentally knocked it off w/ a stray knuckle (uggghh) - I noticed some
strange "baffles" inside it.

Does anyone know what this little tube is (errr "was")??
