    Yep, its a drain tube. Here's a link to an extremely long, boring
patent submitted by Denso for the starter drain tube:

    The patent doesn't actually explain why the drain tube is
necessary, nor why the baffles (sorry, "labyrinthine structure"
according to the patent) ;-) are necessary, but it does at least say
that it is a "water drain".
