If the converter's gone south it can be replaced. It can't LEGALLY be
removed to check something out IF the vehicle's to be operated on road.
The converter also can't be replaced with a non-stock converter before 50K
miles have passed either (at least by a shop).

The EPA could give a rat's ass about any inconveneince to you, they've got
their regs and you ain't squat. This ladies and gentlemen is what happens
when we give the government free rein to "do good".
