I found the same mud problem with my 97, but I don't have 31" tires or
flares. Chrysler has a set of moulded
mud flaps which prevents about 80% of the mud getting into the doors. Check
with them, they must have a
mud flap to go along with the flares.

I found the stock Goodyear Wranglers to be GREAT in the snow. The only time
I got stuck was in 2 feet of
heavy wet (rained on) snow onwhich I got high centered. Lots of work with a
shovel and carefull forward and back plowing (forward until it almost go
stuck, then backup 20 feet and forward again) got me through the 100 feet to
a travelled secondary road. Dakota doesn't have the ground clearance of the
older full size 4x4's with tall tires, but sure handles a lot better.
