Wheel width is measured across the bead seats, that is, where the tire's
beads fit when the tire's mounted. The wheel size is usually marked on
the wheel somewhere near the valve stem at least on OEM's. The best
(only) way to measure wheel width is with the tire off the wheel so that
the width across the bead seats can be measured.
