I think some IRC servers don't allow you to connect unless they can
do a reverse lookup on your computer name, which requires you to be listed
in your local DNS. Most dial-up service providers don't do this, so the
only solution is to try other servers until you find one that lets you
in.
I connected to irc.voicenet.com (port 6667), which is an EFNET server,
and #Dakota was on there, so I think it is being broadcast to all EFNET
servers. As far as IRC clients go, I downloaded mIRC too, but right
now, I'm using Pirch. They seem to be fairly similar, but for some reason
I prefer Pirch. It just "feels" better to me. :)
