air conditioning question

I've got a strange problem with the A/C on my 94 Dakota. The dealer says it
is most likely an H-lock or Block?. symptoms: insufficient cooling, and
high readings on the low side. Freon is full charge. Any ideas on what to
check and what is a h-lock/block anyway??
