Look up the regulations for your state. CA vehicle code is online at
http://www.leginfo.ca.gov/calaw.html. Or buy the book at the DMV for $3.
I haven't looked this up for a while, but my memory says that a maximum
of 6 lights are allowed on the front: 2 headlights (dual high/low beam
lights are counted as one light), 2 fog lights, and 2 driving lights.
So if you put in 2 fogs and 2 driving lights you would be ok. Fog
lights and driving lights cannot be on at the same time. This isn't
stated directly, but fog lights must go out when the highbeams are on
and driving lights can't be on with lowbeams or something like that.
