I asked my dealer when I purchased my 97 - was told they were for access to
bolts that hold the bed on/easy bed removal. It looked to me like there was
plenty of clearance to get to anything you needed to under those covers -
and no holes on the passenger side - makes me wonder. Anyway, that's what I
was told.
