The 4750 is probably near peak HP which would be redline after that point the
power would drop off. The rev limiter is to protect the engine and drive train
if heaven forbid some knucklehead were to run his vehicle past red line by any
means, usually by a missed shift with a 5 sp vehicle. Do they still make 5 sp
vehicles?
