In Canada anyway the VINs are kept with the motor vehicle registration
by the Department of Motor Vehicles/Ministry of Transportation for each
province. The various police forces can run queries based on province of
registration on both plate number and VIN.

Come to think of it, I believe that VINs _are_ kept in a national
database. I have scanners and hear police calling in to their
dispatchers
getting owner information on vehicles based on the VIN. They must be
pulling this info from a national police database or something similar.
