Well, I'm definitely no expert, but I think that at the speeds we travel,
either one would probably work about the same. Once the speeds start
increasing though, I think the cowl induction would work better, due
to the reduced drag.
We'll probably never know for sure until someone sticks a dyno in
a wind tunnel. :-) (Who wants to pick up the tab for that one?) ;-)
