FYI, Here in good old CA they test your car on a dyno for emissions at low
and high speed under load. Then they do a complete visual. If youve got
anything that deviates from "stock" you must get it fixed. If you are more
than x percent greater than your test limits for CO, and hydros, they label
you a "gross polluter" and they put you on an accelerated testing schedule,
even after you shell out the $$ to get it fixed. The only saving grace is
that it doesnt apply to 1973 and older cars.... whew!
