A couple comments about OBD III.
With OBD II they are trying to detect if your emmisions have increased
to a level 1.5 times the limit (this is done by the second O2 sensor
after the catalytic converter). For OBD III the feds are trying to push
for making the limit 1.5 times what the car emmitted when new. So if
you buy some super clean car that only pollutes one tenth of what is
allowed, then you will be forever limited to 1.5 times that, or .15 of
the legal limit for a new car. They will bust you if you go beyond that
limit, even though it is ok for a different new car to pollute six times
as much.
This whole OBD III thing sure does sound like search without probable
cause to me.
