I have similar problems on my 98 CC. The simple diagnosis: stock
P215/75R15's are too darn small for the truck. Not to mention that the
Inslicta's are a 'touring car' tire. I like Goodyear a lot, don't get me
wrong. But these tires are the wrong choice for a Dakota.

I'm planning on going to a set of Michelin LTX, Goodyear Wranglers or maybe
some Dunlops. Also planning to move up to at least a 235/75, maybe a 255/70.
