Tranny problems

I'm having troubles with the tranny. when driving it stays in high gear
and only shifts down to 1st gear at 20 KMS it's a pain in the butt when
merging onto the highway because you have to really push it to get speed on
unless you shift down to 2nd. please can anyone help?
