Ah ha! This happened in my '88 Chebby Cavalier (nothing cavalier about
it!)
I don't know anything about the pre'97 daks (sorry guys, she's my first
truck),
so I kept my mouth shut (for once ;)

This drain is used for the water/crud that collects in the, for lack of
a
better term, tray that holds the internal wiper assembly. There's
always
leaves and stuff in there. In my cavalier, I just ripped the silly
stoppers
out. BE FREE!

Had the samoe problem in my 90 dak. Look under the hood on the left
firewall, there is a black rubber "Tube" that points down. It is
about 4 inches long and is pinched at the bottom. Mine always got
stopped up with dirt, just unclog it and that should solve the wet
foot passenger problem.

btw, It should be checked for debris often.
