-Not necessarily on all accounts. You can put 75's,70's,65's,60's etc
all on the same wheel, it just depends on what the section width of the
tire is. The aspect ratio (70/60's etc) determines how tall the tire is
depending on the section width. The section width is normally used to
determine the correct or preferred rim width.
-Also, you dont just bump down the aspect ratio and increase the rim
size 1" (that would be too easy!) Although on some sizes it actually
works out by chance, most of the time you are increasing the section
width, reducing the aspect ratio, and increasing rim width and diameter.

-For example, look at a mid 80's F-body. Factory standard on base coupe
was P195/75R14. Optional upgrade for that was P205/70R14. Z-28/Trans
Am wheel up til IROC era was a P215/65R15. Then, Irocs etc had
P245/50R16....
