Even running with very little fuel in the tank is bad. The heated gas that
goes back to the tank from the pressure regulator (on vehicles with that type
of system) heats up what's left in the tank. As it circulates through the
system it gets progressively hotter. The fuel pump is cooled by the gas it
pumps, it will overheat and may get damaged. To run the fuel system cleaner
through the system they disable the fuel pump. Also if you go down to the
bottom of the tank you suck up all the gunk and crud at the bottom.
