My dad and I decided to rewire his boat trailer lights to get it ready for
another year on Lake Michigan, since all the lights never really worked.

Assuming you're using the factory wiring harness (and not a home made
set-up) and you have tested the wiring at the plug, I would suspect a bad
ground somewhere in the trailer wiring.
