The most I've ever put in is 21... With the chime and gas light kicking on at
1/8 of a tank there was some serious pucker factor trying to find an open gas
station! As I recall the needle was below the red mark.

there is some type of reserve. I pulled in with the needle on emply and it
took 18gal out of 22. Im not exacly going to test to see "how low can you
go" but never put more than 18 in at one time. 25k Miles on a 98 dak.
