Check with the DMV, as they are the ones that will let you know the
laws. I was told that a 49 state Federal car wouldn't be
able to register in CA. unless you are in the military, a while
back. Because it is a commercial vehicle, maybe the laws are different.
Best bet to check with the DMV.

But what about when it comes time to get the baby smogged? Will it still
pass? I wouldn't think the emissions system would be that much different
state to state.

I believe there is a $300 fee charged at the time you register an out of
state vehicle in Calif. Sort of a penalty for bringing in a vehicle that
doesn't have all of the CA emissions gear on it. I don't think they
require you to retrofit anything, but the fee is something to be
contended with.
