I still don't get why you would have to replace the headlight.

on 99 daks the foglight switch is part of the headlight switch. On earlier
models there was a seperate switch for the fog lights but in 99 the
switches were combined. You rotate the switch to turn on the headlignts
and then pull out on the knob to activate the foglamps. There have been
several comments in the dml about the foglight switch failing on 99 daks.
