Increase Torque on a '79 360?

Situation:
A person is switching his 3/4 ton 4wd from a 318 to a '79 360 in order to gain
more pulling power. He will be pulling a 4000 lb. trailer. The truck has
4.10's with an automatic, ps, pb, and a/c. The 360 he has is getting a
complete
rebuild on the short block. He will be converting to a dual exhaust as well.

He is trying to make good low end pulling power. He's really not wanting
something
that rumbles up high. He understands that this will cost a little chunk of
money,
but he also doesn't want to spend $200 on an item that will only give a
marginal torque
increase.

Some questions he has:
Will he need a different motor mount for the 360?
Should he invest in headers?
What type of cyl. head should he use? Casting #.
Cam profile?
Intake and carb?
Is the advance curve in his stock dist good enough if he switches to the
orange box, or should he get a complete MP ignition system?
Coil?

Any recommendations are welcomed. (On list or to me privately.) TIA.
