Bedliner will slow your time a couple of tenths. Go with the "under the rail" I did a few time studies -- for some reason they did better. Also why would you want to cover the bed with black plastic.

The only reason that I can see for not using an over the rail is
if you ever want to put a tonneau (soft or hard) on your truck.
