The foglight turning off function is a result of some federal mandate to
limit candlepower on the highway. It is accomplised by the result of
highbeam circiut energizing a relay that opens a contact in series with the
foglights. This relay is in the relay/fuse block under the hood and is
defeated by jumpering the following connections.

It really doesn't make sense to limit light intensity when hi-beams are in
use, I agree.
It's integrated into the headlight switch. You turn the switch all the way
to the right (clockwise) for the headlights, and pull the switch out (away
from the dash) for the fogs. When the brights are switched on they
automatically kill the fogs. Brights off, fogs back on. I don't understand
this particular feature at all, i mean the brights are on, why worry about
making it too bright?
